In the Netherlands, under the 2012 Procurement Act, the central government, the province and the municipality are obliged to tender if the contract value exceeds a certain threshold. The idea behind this is that there is a level playing field for bidders. It also gives smaller-sized businesses a better chance! In this way, the party offering the best value for money wins the contract.
